Questions on the גמרא we learnt Monday night… מ”ט דר”ע

 Major question: The ‘גמ gave two reasons to explain the opinion of ר”ע. Either גזירה שוה or כדי רשעתו is only referring toרשעה המסורה לב”ד.  But ר”ע himself explains why he makes a difference between חייבי כריתות and חייבי מיתות ב”ד and its not like either explanation of the גמ?
