If it’s a real danger to keep the menorah outside why do we need to rely on Rebbe Shimon opinion? It should be permitted even according to Rebbe Yehuda?

Even if we rely on Rebbe Shimon that only tells us that we don’t say מיגו דאתקצאי – the menorah does not remain in state of Muktza as if it was lit. 

But it should still be prohibited to move the menorah as it is at least a כלי שמלאכתו לאיסור?
