Can one heat water to take a luke warm shower?

When one opens up the hot water faucet on Yom Tov, is the water which comes out considered heated before Yom Tov?

May one open the hot water tap to take a lukewarm shower which allows new cold water to enter the hot water tank – effectively heating it up. Is it considered heating up the water to bathe ones entire body or heating for permitted use as the water in the tank is not designated for specific use and will be used to wash dishes or wash one’s hands?

Does the minhag not to bathe in cold water on Shabbos also apply to Yom tov?
