The Rema says that if the liquid did not cool down fully than it is permitted to be reheated. 

Violation of cooking liquids is when the liquid reaches יד סולדת בו 

Why should it matter if the liquid is still warm as long as it is under the temperature of יד סולדת בו it should be prohibited to reheat?
