See Rabeinu Yonah (page 33a dh de’ayn) that says a different pshat in the gemara. See Rosh siman 7 that brings the machlokes Rashi and Rabeinu Yonah and Ravaad. Do Rabeinu Yonah and Ravaad argue? The Rosh adds an important detail in Rashi, see Ma’adanei Yom Tov on the bottom of the Rosh sk alef that brings a source to this from the gemara. Rambam hilchos Brachos perek 7 halacha 6 seems to have a third pshat, see Kesef Mishna there. See Divrei Chamudos on the Rosh sk 17 that brings Rashba that says what the Ravaad that is quoted in the Rosh says. The Rashba quoted there brings a big chidush from Rav Hai gaon.
