Focus on the element of Muktza 

The Gemara says if money is placed on a מוכני – wheel is detachable from the wagon one may not move the wagon on Shabbos.

However if the מוכני – wheel is attached to the wagon than one may move the wagon even though the money is on the wheel.

Why is it permitted to move the money on Shabbos?
