Very quickly review גמרא דף כד. “אמר רב נחמן  (seventeen lines from top of the Amud) until “אמר רב כהנא” (thirteen lines from bottom of the Amud)

Question:

In order for the the replacement fencing material to be considered a new fence and now create this area to be considered הוקף לדירה  does the old fence have to be removed or is it sufficient to just place new fencing material in front of the old fence?
